Am I Eligible for a Level 3 NVQ? Here's What You Actually Need
There is no strict qualification you must hold before starting a Level 3 NVQ. What matters is that you are already working in a supervisory role, or that you are an experienced tradesperson looking to prove advanced skill in your craft. There are two routes through Level 3, and which one you are eligible for depends on which of those two descriptions fits you.
It is worth working out which route applies to you before you commit to anything, since Level 3 sits well above entry-level and the eligibility bar reflects genuine, relevant experience rather than time served alone. Below is a straightforward run through of what actually matters at this stage.
Who is the Level 3 NVQ actually for?
The Level 3 NVQ in Construction is aimed at site supervisors, chargehands and foremen, as well as experienced tradespeople who want formal recognition of advanced technical skill. It is not an entry-level qualification. It sits above the basic trade competence covered at Level 2 and is reserved for people who are already operating at a more senior or more skilled level on site.
In practice, this covers two quite different profiles: someone starting to take responsibility for a team, and someone who is highly skilled in a specific trade but not necessarily managing anyone. Both are catered for at Level 3, just through different routes. A Level 3 NVQ is also equivalent to two A levels, so it is recognised as a genuine step up from the entry-level standard covered at Level 2, whichever route you take.
Do I need a Level 2 NVQ first?
No, there is no strict requirement to have completed a Level 2 NVQ before starting a Level 3. Some individuals progress naturally from Level 2, but it is not a gate you have to pass through. Entry requirements vary depending on the specific qualification and pathway, and people with relevant experience or prior skills can often enter Level 3 directly.
What matters more than a previous certificate is whether your current role and experience match the standard. If you are already doing the job at that level, a missing Level 2 certificate on paper is not usually a barrier.
Which route are you eligible for: Supervisor or Advanced Craft?
Level 3 splits into two main routes, and working out which one you are eligible for is the most useful first step. The Occupational Work Supervision route suits anyone supervising a team, even a small one, and covers health and safety, coordination and basic leadership responsibility. The Advanced Craft route instead recognises deep, specific trade skill, such as bricklaying, carpentry or plastering, for tradespeople who want to prove technical mastery rather than move into team leadership.
Both lead to the same Gold CSCS card, but they suit different people and different career goals. Someone who has recently started leading a small team of two or three people, for example, would usually fit the Supervisor route, while someone with years of hands-on experience in a single trade, but no direct reports, would usually fit Advanced Craft instead. If you are unsure which one matches your day to day work, that is exactly the kind of thing worth checking before you commit to either.
How much experience do I need?
There is no fixed number of years written into the rules, but both routes are reserved for people with significant, relevant experience in their sector rather than those just starting out. Assessors are looking for solid evidence that you are already performing at Level 3 standard, whether that means supervising others safely and effectively, or delivering advanced trade work independently and to a high standard.
Evidence at this stage typically includes things like site records, photos and videos of your work, toolbox talks, risk assessments and witness statements from colleagues or clients. If you have been working at this level for a while, you likely already have much of this sitting in your day to day paperwork or on your phone. The stronger your evidence, gathered from your actual day to day work, the more straightforward your assessment will be.
Do I need to already be supervising someone?
If you are considering the Occupational Work Supervision route specifically, then yes, in practice you do. This route is built around evidence of you supervising at least one operative using the correct health and safety information and site guidance. Without that responsibility in your current role, there is limited evidence for an assessor to draw on for this particular pathway.
If that does not describe your current role, the Advanced Craft route may well be the better fit instead, since it does not require you to be managing anyone
Do I need to be currently working in my trade?
For the Advanced Craft route, yes. Like all NVQs, this is a competency based qualification assessed through evidence from your actual work, not through classroom learning or exams. Your assessor will observe you on site, or gather evidence virtually via video or phone call where appropriate, to confirm you are working at the required standard in your trade day to day. There is no need to take time away from your job at any point, since assessments are built around your existing work schedule.
This is true across both routes. Whichever one you are eligible for, you need to be actively working in a role that generates the kind of evidence your assessor needs to see.
Is there an age requirement?
There is no specific age requirement beyond the general expectation that you are old enough to be in relevant employment. What matters far more is your role and your experience, not your age.
