Purpose of job

To take the lead on the development, implementation and monitoring of curriculum, quality improvement, and quality assurance processes and procedures for all Portland Trainings contract delivery. To monitor and report upon the quality of teaching, learning and assessment making recommendations for continuous development to ensure high quality delivery, in line with Portland Training’s mission, vision and values.

Key duties and responsibilities

  • Responsible for the development and management of Portland Trainings internal quality strategy.
  • Develop and implement a robust quality assurance framework, ensuring that all aspects of delivery meet regulatory requirements and industry standards.
  • Oversee the design and development of our adult education budget curricula, ensuring they are up-to-date, relevant, and aligned with industry best practices and local needs.
  • Ensure that the curriculum in place meets the “3 I s” Intent, Implementation, and Impact in line with the current Education Inspection Framework.
  • Plan and implement a programme of monitoring through audits, observations and sampling the “3 I’s”, Intent, Implementation, and Impact in line with the current Education Inspection Framework. Identifying improvements and ensuring best practices, reporting outcomes to SMT and Teams.
  • To lead on the process for the observation of teaching learning and assessment (OTLA), maintaining high standards of teaching, learning and assessment.
  • Conduct regular audits and assessments to monitor program quality and compliance with internal policies and external guidelines.
  • Lead efforts to continuously improve the teaching and learning experience, identifying innovative approaches and best practices.
  • Effectively use data and learner feedback to analyse performance, monitor progress towards targets and objectives, monitor the quality of provision and inform the self-assessment process.
  • Providing support, professional advice and guidance for managers relevant to the key focus of the role to support the delivery of ongoing quality improvements and ensure that funding and performance expectations are met.
  • Lead Portland Trainings approach to self-assessment and improvement planning, including overseeing the production of the self-assessment report and associated quality improvement plans.
  • Ensuring Portland Training is always prepared for inspection, taking a lead role during quality related inspections or audits.
  • To oversee partnerships with awarding bodies and external verifiers, ensuring compliance and best practice is in line with awarding and regulatory bodies.
  • To provide direct line management to our Quality Managers in order to drive tutor performance
  • To maintain up to date knowledge of funding guidance, national and local developments in education, prevent and safeguarding, and other relevant policies to ensure high quality delivery and standards.
  • To ensure the Portland Trainings financial profiles are achieved through the effective performance management of staff and resources

Qualifications/skills required

  • Experience of Ofsted inspection(s) with minimum grade 2 achieved
  • Proven managerial experience including line management of staff
  • Occupationally competent in accordance with Awarding Body guidelines
  • Excellent knowledge of ESFA funding compliance. In addition to other funding streams that supports the skills sector
  • Ability to produce and manage action plans to raise quality standards
  • Track record in designing and executing successful training programs
  • Familiarity with traditional and modern training methods (mentoring, coaching, on-the-job or in classroom training, e-learning, workshops etc)
  • Ability to prioritise workloads and meet deadlines
  • Recognised Teaching Qualification e.g. PTLLS, CTLLS, DTLLS

All candidates must have access to their own vehicle with business insurance. Travel will be expected. Travel expenses are paid fortnightly.
